Jill A. Weller


Jill Weller is a partner in the Real Estate Group. Her practice includes environmental issues raised in the context of corporate and real estate transactions; voluntary and "Brownfields" cleanups; CERCLA administrative and cost recovery actions; compliance counseling for hazardous waste, wastewater discharge and other environmental regulations; defense of environmental enforcement actions and citizen suits; administrative and judicial review of permits and other agency actions.

From 1981 to 1985, Jill was an attorney with the U.S. Environmental Protection Agency, Office of General Counsel, in Washington D.C. Prior to joining Keating Muething & Klekamp, Jill was a partner at Thompson Hine in Cincinnati, Ohio.

  • Representation of "potentially responsible parties" in federal and state superfund actions
  • Federal Clean Water Act Section 401 certifications and Section 404 permits
  • Defense of federal Clean Water Act citizen suit 
  • CERCLA cost recovery litigation against recalcitrant site owners and other responsible parties
  • Due diligence (Phase I and Phase II), contract drafting and negotiations with respect to environmental issues in corporate and real estate transactions
  • Ohio Voluntary Action Program site redevelopment
  • RCRA hazardous waste facility closures and corrective action
  • Closure and "no further action" status for industrial facilities
  • Defense of civil, criminal and administrative enforcement proceedings
  • Oversight and strategy for post-closing environmental cleanups
  • Title V and other air permitting issues
  • Represented government, trade associations and companies in review of major federal actions in U.S. Courts of Appeal
  • Environmental audits and development of environmental compliance strategies
  • Coordination of due diligence for overseas facilities (Mexico, China, Spain, etc.)
  • Wastewater and other permits for new facilities
  • Defense of Nuclear Regulatory Commission enforcement action for radioactive devices used in manufacturing
  • Foundry, Automotive, Steel Service Centers, Plumbing Fixture Manufacturing, Large Appliance Manufacturing, Stamping, Culvert Manufacturing, Pulp and Paper, Waste Management
